The release Tuesday of the National Climate Assessment Report focused new attention on local and regional disasters: flooding, drought, tornadoes and hurricanes, for instance. Beyond ameliorating carbon loading, local officials need to focus on disaster preparation.  Bill Young of the Florida Solar Energy Center is way ahead of the game. Last year in SOLAR TODAY he described the SunSmart Emergency Shelter program, a network of about 108 schools around the state, each equipped as a disaster refuge with appropriate supplies and a solar-powered energy system independent of the grid. The network was designed and implemented in just two years, with help from the U.S. Department of Energy.

Now Young is taking the message out of state, preaching the value of solar-powered disaster refuges to states and cities around the country. If your area could use help planning a shelter program, talk to Bill.
